dse, established on March 3, 1998, is an environmental consulting firm with headquarters in Rowlett, Texas. The Tarrant County branch office opened in February of 2008. We maintain a web presence at www.dsei.com. dse is best known for our comprehensive, yet cost effective, subsurface soil and groundwater investigations and remediation. We have extensive expertise in assessment and remediation of dry cleaners and sites with chlorinated solvent impacts of all types. We bring decades of experience in environmental issues of all types including UST removal, installation, investigation and corrective action. Our personnel are also experienced in industrial environmental compliance and permitting, indoor air quality, Phase I ESAs and are certified to perform asbestos and lead-based paint surveys. We have recently expanded our capabilities to address water resources: planning and design for water, wastewater and surface water.

With decades of person-years of experience specializing in engineering, geology and environmental science dse provides specialty services such as: remedial system design; groundwater, fate and transport modeling; water and sewer system modeling, hydrology and hydrologic modeling, TCEQ-VCP/Brownfield Response Actions and Site Investigations; remedial system installation; environmental training; and drafting using AutoCAD®. dse personnel have successfully worked on hundreds of environmental projects throughout Texas and the southwest, the U.S., Mexico and Canada. Expert testimony has been provided, as needed, to support attorneys and litigation.

Cathy West Dougherty, P.E., is CEO, Principal Engineer and owner with over 31 years of process, mechanical and environmental engineering and management experience. This experience includes over eight years as Manager or Principal for four other nationally recognized or local (Dallas-based) consulting firms, prior to founding dse eleven years ago. She is a licensed Professional Engineer and Corrective Action Project Manager (CAPM) for the State of Texas and a Registered Remediation Specialist. |

Curtis W. Franklin, CHMM joined dse in 2007 as President and member of the Senior Management Team. He has 22 years of professional experience in air monitoring/sampling, health & safety, training, remediation oversight, emergency response, oil pollution prevention, counter-terrorism consequence management, Superfund removal operations, extent of contamination surveys and environmental site assessments. In addition to his technical capabilities, he has performed program and project management functions for a multidisciplinary staff of professionals under various A/E and Professional Services contracts for the past ten years. He has proven strengths including; project management, field supervision, contractor oversight, procedural development, report writing and cost estimating. He has demonstrated skills in leadership, resource management, operations, proposal development, problem solving and team building. |

Charles W. Sprague, P.G., is Vice President of Operations and Principal Hydrogeologist with over 25 years experience in geology and hydrogeology. His specialty is hydrogeology and the use of groundwater modeling to review remedial options, evaluate ‘fate and transport’, developing contaminant plume management plans, estimate natural attenuation models and track potential contaminant impacts. His experience also includes a variety of practical applications for environmental geology, site assessments and management of complex projects with multi-disciplinary personnel. He is a Licensed Geoscientist in the State of Texas and a Licensed Professional Geologist in the State of Tennessee. |

John Dougherty joined dse in 2006 as the Vice President of Marketing. He brings over 28 years of capital project management, environmental, facility construction and industrial engineering experience. His experience includes the direct management of technical personnel, vendors and project consultants. He has personally managed capital projects ranging from several thousand to over 1.6 million dollars. |
