ASTs & USTs

dse offers removal, repair, and remediation of damaged UST’s, decreasing the chance of stored product leakage and soil and/or groundwater contamination. Aboveground Storage Tanks are an alternative storage container for various liquids. Aboveground tanks offer full view of the tank and any problems that may arise with the tank, including product leakage. Any problems can then be dealt with quickly which decreases the risk of contamination due to unknown leaks.

Expert Testimony and Litigation Support

dse has reviewed and investigated over 190 dry cleaner and chemical plant related cases. This involved reviewing the sites, reports, files and dozens of other cases involving the related impacts. Many of these cases involve remediation and remedial cost estimates; investigation and cleanup of impacts; indoor air quality, including soiled commercial or residential carpet/interior assessments, asbestos, lead-based paint and mold; environmental consulting industry practices, errors and omissions; chemical plant safety, and environmental safety and/or health standards.

Phase II - Environmental Site Assessments (ESAs)

A Phase II Environmental Site Assessment is an assessment to gather physical information on the soil, groundwater and/or surface water conditions at a site. This process usually involves obtaining and reviewing relevant state or client documentation, preparing a site specific health and safety plan, contacting the utility locating agencies, and procurement of drilling, laboratory, field equipment and other subcontracted services. Field work typically includes advancing soil borings and test probes, installing monitoring wells, collecting test data from soil and water samples for laboratory analysis, and mapping sample locations.

Phase II - Dry Cleaner ESAs

dse offers assessments of dry cleaning operations, which can be helpful in determining potential problem areas associated with the chemical usage. Resolution of any problem areas can lead to time and money savings, as well as decreased chance of contamination from the chemical usage. These assessments can include review of state, city, owner and equipment records, a 500 foot walking survey, drilling, laboratory analysis, locating utilities, geological research and report preparation and submission.

Voluntary Cleanup Program Closure

Several states offer programs, such as the Texas Commission on Environmental Quality (TCEQ) Voluntary Cleanup Program (VCP), which allows the responsible party to remediate a site at their own pace. If the site is cleaned up to the program’s specifications, the state will grant “closure” for the site, thereby indemnifying any future owners of the site from environmental liability. dse understands that the substantial costs associated with environmental compliance can be prohibitive, and provides a long term Scope of Work that will minimize cost, while keeping in compliance with all local, state and federal laws.
